1793- Proclomation of Neutrality

As war broke out between France and England, President Washington announced that the United States would be "friendly and impartial towards the belligerent powers." The Jeffersonians felt this was an insult to the French, America's first ally. Hamiltonians, on the other hand, were satisfied with this decision.
